\n\n\n\nThere are many risks associated with using MEWPs but, with the right risk management and planning procedures in place, you should be able to minimise the chance of an accident occurring.
\n\n\n\nIn a restricted space, there is an increased risk of becoming trapped – particularly as MEWPs may have a slight rocking movement when moving around in an elevated state. Operators should ensure that no items protrude further than the footprint of the platform, as this could catch or snag on obstructions.
\n\n\n\nIt’s also worth noting that MEWP operators at any risk of falling from a platform – whether in a restricted space or not – should wear the necessary fall protection equipment.
\n\n\n\nWhile a confined space and a restricted space are terms that are often used interchangeably, there are some key differences. Restricted spaces are places that are typically tricky to enter, exit and manoeuvre around. A confined space is an enclosed space that presents additional potential hazards, such as a lack of oxygen. It’s worth noting that a space can be both a restricted space and a confined space.
\n\n\n\nAs restricted spaces refer to the physical restrictions that may impact activities (such as operating a MEWP), you’re more likely to find operators and MEWP professionals using this term.
\n\n\n\nRestricted spaces, such as areas between racking aisles, are considered higher risk areas and as such experienced operators should be utilised. Higher levels of supervision are also recommended to prevent accidents occurring.
\n\n\n\nIndividuals operating a MEWP are required by law to be able to demonstrate they have completed the relevant access platform training, while those planning lifting operations must be competent and trained to do so. It’s recommended to complete the relevant IPAF training courses when working with powered access platforms such as cherry pickers or scissor lifts. These training courses will ensure operators have the relevant knowledge and experience to identify risks and work at height safely.
\n\n\n\nAs a very obvious example, MEWP operators should never do anything that could cause them to lose control over the control panel (such as leaning over the platform guardrail or control panel while moving, or using a mobile phone while operating the MEWP). This could massively increase the risk of an injury or entrapment occurring while working in a restricted space – a thoroughly trained operator would know these basic rules like the back of their hand!
\n\n\n\nIt’s a legal requirement to have a rescue plan in place when using MEWPs – but does your current emergency plan take into account working in restricted space? Consider the impact that the position of the machine in restricted space may have on your MEWP rescue plan. For example, you may find that the nominated rescue person is not able to access the ground controls in restricted space in an emergency – something vital to the rescue plan. Ensure emergency recovery can take place if the operator becomes trapped between the MEWP and an adjacent object.
\n\n\n\nTo familiarise the team with the rescue plan in restricted spaces, why not conduct rescue exercises and toolbox talks? This will help to establish the procedure, ensuring a rescue plan goes smoothly if it ever needs to be executed.
\n\n\n\nEven the very best plan can go awry if safety procedures aren’t followed when working on an installation job. Operators should ensure they are familiar with their MEWP and know what preventative measures to take in order to lower the risk of an accident occurring.
\n\n\n\nOperators should double check the controls and familiarise themselves with the machine before moving any MEWP. Each individual machine is designed differently, and scissor lift control boxes are often movable, so it’s important not to dive straight in until you know how that particular machine works.
\n\n\n\nFor example, the forward and reverse controls may be different across different machines and could be mixed up by the operator – a surprisingly easy mistake to make. Some machines also toggle between drive and lift, resulting in confusion if due attention is not provided.
\n\n\n\nConducting a pre-use inspection doesn’t just help ensure that your MEWP is working correctly – it also gives you an ideal opportunity to get to know your machine.
\n\n\n\nMEWPs have low and high-speed drive, and will automatically drop into a slow-speed drive when elevated above a predetermined height. However, it’s good practice to operate in low-drive speed around people and structures too, as this gives greater control over the MEWP.
\n\n\n\nOperators should never rely on slow speed activating once the platform is elevated, as it may not have yet elevated to the predetermined level needed. Instead, manually operate at low-drive speed until you know it’s safe to do otherwise.
\n\n\n\nSo you’ve conducted adequate pre-use inspections and you’re fully prepared to operate your MEWP in low drive speed – great! Now what about using the MEWP’s controls?
\n\n\n\nWith a number of variables such as the height of the platform affecting MEWP speeds, it’s recommended to use a gentle touch.
\n\n\n\nYou should take particular care when moving the joystick forward, increasing the speed of movement slowly. The joystick is usually like an accelerator pedal in a car. The more you move it, the faster the machine will attempt to accelerate. Sudden or erratic movement of the joystick increases the risk of collision, as well as your ability to keep the MEWP under control.

Understanding and reducing risks when working at height could quite literally be lifesaving.
\n\n\n\n\n\n\n\nIn this blog, we’ll take a look at the most common risks that workers face when working at height and the best ways to prevent them.
\n\n\n\nAnyone working at height should be able to identify common hazards and put suitable control measures in place to help prevent accidents from occurring.
\n\n\n\nCommon hazards of working at height include unprotected edges enabling a fall to occur, as well as working on fragile surfaces, working on unsuitable ground conditions, and working in poor weather.
\n\n\n\nBeing aware of the conditions around you will also help to prevent accidents or falls from height. This includes looking out for obstructions overhead (particularly relevant when using an access platform), other mobile elevating work platforms (MEWPs), or moving objects and vehicles. There may also be people working above you, which could increase the risk of objects falling and causing injury.
\n\n\n\nGood planning is the most effective way to help prevent accidents from happening when working at height. The competent person carrying out the assessment will identify potential risks and should put suitable control measures in place to minimise the chance of an accident or injury occurring.
\n\n\n\nThe key document is a safe system of work or method statement, which is the outcome of the risk assessment and outlines how the work is intended to be performed to keep everyone safe.
\n\n\n\nHSE advice is to avoid working from height where possible. However, in certain situations, working from height is an absolute necessity. For example, how could we install air conditioning, maintain ventilation ducts or repair lighting without working at height? In these instances, it’s recommended to use access platform equipment to help carry out the job safely.
\n\n\n\nThe following problems are among the most common that can occur when there is a need to work at height. To help you prepare for managing these potential problems, we have also put together short descriptions of how to start thinking about mitigating these risks:
\n\n\n\nFalls from a low height can be extremely dangerous, yet this risk is often overlooked. ‘Work at height’ is defined by The Work at Height Regulations as:
\n\n\n\n(a) work in any place, including a place at or below ground level;
\n\n\n\n(b) obtaining access to or egress from such place while at work, except by a staircase in a permanent workplace, where, if measures required by these Regulations were not taken, a person could fall a distance liable to cause personal injury.
\n\n\n\nIt may seem as though the higher the job, the riskier the role is for the operator. This is, however, not correct – a significant number of fatal falls are ‘low level falls’, often happening below two metres from ground level.
\n\n\n\nRemember – it only takes a short fall to cause considerable damage, so you should always take the risk of a low-level working at height job as seriously as if you were working at the top of The Shard.
\n\n\n\nFragile surfaces should not be underestimated, either. Even if the height isn’t particularly great, a small fall from a flimsy or uneven surface can cause significant damage. If you need to carry out work on a fragile surface, such as a roof, use a MEWP where possible to access the area. If a MEWP isn’t suitable, consider safety precautions such as work position or work restraint then fall arrest measures such as safety nets.
\n\n\n\nTreat all working at height jobs with caution, conducting a thorough risk assessment even if you think the risk may be insignificant.
\n\n\n\nWhether you’re working on a ladder, scaffolding, a roof, an access platform or even just on a flight of stairs, it’s important to assess risks seriously. Ask yourself what could happen in a worst-case scenario and what measures could be taken to minimise the risk.
\n\n\n\nAll operators must have relevant training. The law (Provision and Use of Work Equipment Regs – PUWER) requires all work equipment to be operated by competent operators, which means the operator must have the right skills and training. Though this is open to some interpretation, it’s considered best practice for operators and managers to undertake a recognised training course. Industry-standard IPAF training courses ensure MEWP operators have the knowledge and practical skills they need to operate a powered access platform safely.
\n\n\n\nFollow legislation and ensure that all operators and managers have the training they need to work at height safely. Assess which training course is most suitable for their role and ensure IPAF and PASMA certificates are renewed every five years. \n\n\n\nSuitable supervision must also be in place to minimise the chance of an accident happening. Coordinating a project that requires working at height is a skill in itself, and specific manager / supervision training should be undertaken to ensure supervisors on site are aware of relevant regulations, health and safety protocols and accident prevention.
\n\n\n\nPre-use inspection should be carried out on all equipment prior to use so you can be sure all machinery is working adequately and safely. Regular maintenance and a full equipment inspection prior to use will ensure there are no issues with the chosen access platform and can also identify any defects at an early stage which may reduce any potential downtime.
\n\n\n\nWork-at-height equipment is subject to section 2 of the Health and Safety at Work Act, as well as the PUWER and the Lifting Operations and Lifting Equipment Regulations 1998 (LOLER). These regulations detail that it is imperative to repair, maintain and examine powered access equipment. The employer is responsible for ensuring that all work-at-height equipment is tested and inspected regularly.
\n\n\n\nA pre-use inspection should be carried out to ensure the access platform equipment is fit for purpose. This inspection will highlight any defects and will verify that the equipment is safe to use. In addition, any MEWP should have a complete and up-to-date service history and maintenance logs, including regular LOLER examinations every six months.

\n\n\n\nOne might assume that all MEWPs are designed for the same purpose. However, you should always use equipment designed for the right job.
\n\n\n\nDifferent cherry pickers or scissor lifts are designed for different purposes. Several factors will need to be taken into consideration, such as whether your job is outside or on rough terrain, what height distance needs to be reached, the type of space you’ll be operating in, and what the load capacity will need to be.
\n\n\n\nIt’s also important to know what equipment to use and when. For example, it’s not recommended to use a ladder for more than 30 minutes at a time. If the job is more complex and requires working from height for an extended period of time, consider alternative means such as hiring or buying an access platform.
\n\n\n\nIt is a legal requirement to ensure all jobs are properly planned and organised. This includes assessing what machinery and equipment is most appropriate for the job. Use a tool such as Horizon Platforms’ Platform Finder to discover which equipment you need for your job.
\n\n\n\nUsing a MEWP will introduce specific additional hazards and risks which need to be addressed by way of risk assessment and planning, so it’s important to consider additional work equipment to limit the chances of a fall from height causing injury.
\n\n\n\nFrom handrails to working at height restraints – such as a safety harness – it’s important operators have all they need to stay safe. Fall protection equipment should be used when operating a boom lift, though it is not normally necessary to use a full body harness when operating a scissor lift.
\n\n\n\nYou should also take care to prevent objects from falling and injuring those below you, too. Putting in place an easy and effective measure such as wearing a tool belt could easily minimise this risk.
\n\n\n\nMinimising the consequences of any potential fall is key, and preventative equipment will help to do this. Providing protective measures such as guardrails is particularly important, though personal protective measures such as fall arrest equipment can be vital too.
\n\n\n\nThe Personal Protective Equipment at Work Regulations 1992 requires operators to be trained on how to use and maintain personal protective equipment (PPE). Full safety harness training, for example, ensures the equipment is correctly used and inspected. After all, it’s no good having additional safety equipment if it’s faulty or it isn’t fitted properly.
\n\n\n\nThis training will help operators understand what they need to look out for when inspecting their safety equipment, such as ensuring there’s no physical damage, or signs of excessive wear. In addition, operators will learn which safety harness to use in different situations and how to fit them correctly.
\n\n\n\nWorking from scaffolding, ladders or access platforms carries a certain element of risk. However, trips and falls rarely happen without reason. Often, it can be the result of the edge of a platform not being protected with guardrails, or items being poorly stacked.
\n\n\n\nUsing a stepladder incorrectly or an individual stretching to reach a certain area can cause accidents. Slips and trips happen at height, too, particularly slips from the top of platforms or stairways.
\n\n\n\nConducting a thorough risk assessment will help to identify potential hazards. Inspect the working area, evaluate risks and decide what precautions should be taken to minimise those risks.
\n\n\n\nFor example, ensure the working area is clear of obstructions or slip hazards. Providing workers with the PPE they need, including safety footwear, will also help to minimise the risk of slips and trips.
\n\n\n\nAs we’ve mentioned before, all operators should have relevant IPAF or PASMA training certification to minimise the risk of human error. Fully trained professionals are more likely to be alert to potential hazards.
\n\n\n\nSometimes accidents do happen, but knowing how to respond swiftly and professionally could prevent a situation from escalating.
\n\n\n\nIt is a legal requirement to have a rescue plan in place so that:
\n\n\n\nYour rescue plan should include foreseeable emergency situations and the correlating rescue options.
\n\n\n\nAll risk assessments should cover what to do if an accident does occur or an additional risk is identified. In the event of an incident, work should cease immediately until the situation has been dealt with and work can recommence safely.
\n\n\n\nYour rescue plan should take into account what type of rescue may be required, providing a step-by-step action plan, including what equipment may be needed to conduct the rescue right through to what needs to happen following the rescue. \n\n\n\nRemember: A rescue plan should be a live document that is regularly practiced, reviewed and updated. This will help to ensure it is relevant and helpful should a rescue need to take place.

\n\n\n\nYou may find that many warehouses and sites have different regulations you need to adhere to when completing a racking installation. When working on access lifting platforms, many warehouses mandate non-marking MEWP tyres, as well as insisting all operators have the appropriate MEWP training and certifications.
\n\n\n\nAlthough not a legal requirement within the UK, many sites expect individuals to have IPAF operator training to operate all MEWPs. Once you have passed the appropriate training courses you will receive certification as evidence. PAL cards, sometimes known as IPAF cards, can be shown to any health and safety officers and supervisors on your job sites.
\n\n\n\nAlong with achieving the correct certifications, many require you to have non-marking tyres. Therefore you will need to ensure your scissor lifts have either wheel covers or non-marking tyres. Usually, the safer and preferred preference is non-marking tyres as these will prevent any impact or marks from being left on the floor surface.
\n\n\n\nTherefore, it’s highly important to discuss the warehouse and site requirements as soon as possible. This enables you to be fully prepared before commencing your work, enabling an efficient installation.
\n\n\n\nMEWP width is key! It’s strongly recommended that you consider the width between your racking rows and installations, as you will find that cherry pickers, scissor lifts and all other access platforms vary in size. This may mean you require a narrow-bodied scissor lift or a working at height MEWP that can efficiently operate in tight turning circles and confined spaces.
\n\n\n\nAnother important factor when deciding on an appropriate cherry picker or personnel lift is to know your maximum working height. This will ensure that you are working safely without overreaching out of the platform, as this is one of the most common causes of falling out of a MEWP. If you are working within tight, hard-to-reach spaces you will need to consider an access platform that is most suitable. You should also find out if you need to work horizontally, as this will require a boom lift that is designed with horizontal reach capability.
